Bluffton Put $6 Million Into Old Town Once. It Pulled In Ten Times That.

Bluffton is about to write the plan that shapes its historic core for the next ten years, and the number to carry into it comes from the last plan: $6 million.

$70M+. Private investment the Town of Bluffton credits to its 2006 Old Town plan, against $6 million of public money. The 2027 Old Town Master Plan is now underway, with completion targeted for mid-2027.

That is what the Town of Bluffton says it put into public investment under the 2006 Old Town framework. Against it, the town credits more than $70 million in private investment that followed, better than ten dollars of private money for every public dollar, along with Wright Family Park, improved May River access, pedestrian safety work and the restoration of the Garvin-Garvey House. A master plan usually gets treated as paperwork. Bluffton's last one reads more like a down payment that got matched many times over.

Now the town is doing it again. The 2027 Old Town Master Plan is underway, meant to guide the next decade, with completion targeted for mid-2027. The first public meeting was Tuesday, October 6, from 5:30 to 7:30 p.m. at the Rotary Community Center, 11 Recreation Court. Principal Planner Charlotte Moore is taking feedback for anyone who cannot make the room. This is the early input stage, before the drawings harden, which is exactly when a plan is still shaped by who shows up.

For a buyer or owner in or around Old Town, the read is direction, not a single parcel. A town that already turned one Old Town plan into a better than ten-to-one return is deciding where the next decade of public money, parks and street work will go. That decision moves the ground under nearby values long before any one project breaks. The plan will not tell you what a May River cottage trades for. It tells you which blocks the town intends to spend on next. In a town this small, where the historic district carries the whole brand, that is not a minor tell.
