Read the structure, not the headline. Job development credits are performance-based. A company earns them as it hires and clears thresholds, not on the day it stands at a podium. The $150,000 grant goes to the county, not the company. Full production is dated to October, which means the jobs arrive on a curve rather than all at once. None of that makes the announcement soft. It makes it a schedule.
