Greenville's Design Review Board advanced three downtown projects at its June 18 meeting. That board is appointed, not elected, and a design approval is not a funding vote. Worth saying before anyone reads a groundbreaking into it.

The City Hall renovation and expansion at 206 South Main Street was approved unanimously. Final cost has not been determined. Work begins in early 2027 with completion targeted for late 2028, and council chambers move to the first floor.
The Bon Secours Wellness Arena renovation and expansion at 650 North Academy Street also passed unanimously, with a condition that the design team return with alternatives to the proposed blank exterior walls. The preliminary estimate is $282 million, and that figure covers the 12-acre arena campus alone. It is not a downtown total, though it keeps getting repeated as one.
The third item, a mixed-use building at 127 South Main Street, was conditionally approved after being deferred in April. Five-story shell, ground-floor office, five residential units, basement parking, all on 0.13 acres. Small footprint, and on that block small footprints are the only kind left.
The billion-dollar project most people are thinking of is not on this agenda at all. That is County Square, roughly 40 acres on University Ridge with RocaPoint Partners as developer: $1 billion, a Whole Foods, a 400-space public garage, roughly 450 multifamily units, and 46 townhomes. Separate approvals, separate timeline, separate money.
This matters most to the buyer writing a seven-figure check forty minutes from horse country. Plenty of relocators want the foothills with a real city behind them, and the question underneath those purchases is whether the city keeps investing in itself. A single agenda is one of the few places the public record answers that plainly.
What a relocating buyer can take from one June meeting is narrow but useful. The public asset base downtown is being rebuilt on a 2027 to 2028 schedule, and private block work is filling in around it. None of it tells you what a house will trade for. It does tell you the address is not finished.
